RECOMMENDATION:
Staff recommends approval of the agreements.
BACKGROUND:
In July 2023, the State of California established the Homeless Housing Assistance and Prevention Round 5 Program (HHAP-5) to be administered by California Department of Housing and Community Development (HCD). HHAP-5 is a $1 billion one-time block grant that provides local jurisdictions with flexible funding to continue efforts to end and prevent homelessness in their communities. The City of Bakersfield received $5,678,236.56 in HHAP-5 funds.
There are two HHAP-5 agreements before Council today with The Mission at Kern County (TMKC) and Flood Bakersfield Ministries, Inc. (Flood). The agreement with TMKC will provide $350,000 of HHAP-5 funding to pay for an additional year of operations associated with the City-funded 40-bed expansion.
TMKC will continue to provide emergency shelter, permanent housing navigation, and connections to vital community resources to individuals experiencing homelessness within the City of Bakersfield. The term end is January 31, 2027.
The agreement with Flood will provide $300,000 for street outreach services. This agreement will fund two street outreach teams to deliver assistance and facilitate connections to emergency shelters (this program serves as the main entry point for the Brundage Lane Navigation Center), housing vouchers, homeless services, and other community resources for citizens experiencing homelessness within the City of Bakersfield. The term end is December 31, 2026.
FISCAL IMPACT:
The actions to approve the agreements will not be funded with State HHAP Funds, therefore will have no impact on the City General Fund.
