SUBJECT: Job Specification and Salary Resolution Updates 12.17.25.
1. Revised Job Specifications: Assistant Planner #25040, Economic & Community Development Specialist #25065, Economic & Community Development Coordinator #25055, Economic & Community Development Technician #25025, Economic & Community Development Supervisor #59895
2. New Job Specifications: Permit Services Supervisor 59885, Mobility Planner 27090, Hydrographer 25310, and Senior Wastewater Plant Mechanic 14215
3. Amendment No. 11 to Resolution No. 052-23 approving Memorandum of Understanding for employees of the Blue and White Collar Units and adopting salary schedule and related benefits.
4. Amendment No. 18 to Resolution No. 098-23 setting salaries and related benefits for officers and employees of the General Supervisory and Management Units and adopting salary schedule and related benefits.
5. Amendment No. 45 to Resolution No. 44-93 setting salaries and related benefits for the Temporary Unit.
RECOMMENDATION:
Staff recommends approval of the new and revised job specifications and adoption of the Resolutions.
BACKGROUND:
Human Resources oversees the administration of citywide class specifications and approved salary schedules. New classifications or updates to class specifications, or salary grades, are periodically required to reflect modernization of work processes, current duties, and required minimum qualification s. A summary of position update(s) to support current operational goals is summarized below:
Minimum Wage – Effective January 1, 2026, the minimum wage in California will increase from $16.50 per hour to $16.90 per hour. In review of current positions and associated base salary rates, two positions will be adjusted to meet the new minimum wage, shown in the table below:

Approval of the Resolutions adds the salary for the positions to the approved and published Salary Schedule.
FISCAL IMPACT:
No additional budget requests, amounts are inclusive of FY 2025-26 allocations.
