ADMINISTRATIVE REPORT
MEETING DATE: December 17, 2025 AGENDA CATEGORY: RESOLUTION TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic and Community Development Director DATE: December 3, 2025
SUBJECT: Resolution authorizing the City of Bakersfield to submit a joint application with Community Action Partnership of Kern (CAPK) to the California Department of Housing and Community Development (HCD) for the Homekey+ program (not to exceed $35,000,000) to develop services and Permanent Supportive Housing at 901 Union Avenue. (Ward 2)
RECOMMENDATION:
Staff recommends adoption of the resolution.
BACKGROUND:
The Homekey+ program is a statewide initiative aimed at developing Permanent Supportive Housing (PSH) for veterans and individuals with mental health or substance use disorders who are at risk of or currently experiencing homelessness. The Homekey+ competitive grant is being administered through the California Department of Housing and Community Development (HCD) and the City is requesting up to $35,000,000.
On March 26, 2025, City Council adopted Resolution 030-2025 to apply for Homekey+ funds. Since then, the City and CAPK have submitted a joint Homekey+ grant application to HCD to provide wrap around services and 30 units of Permanent Supportive Housing to be located at the former Ramkabir Motel (901 Union Avenue).
HCD completed a first review of the application and requested updated resolution using a new State Homekey+ Resolution template. Adopting the updated proposed resolution would allow staff to comply with the State’s requirements and re-submit the Homekey+ application for a final review and consideration for Homekey+ funding award.
FISCAL IMPACT:
The adoption of the resolution keeps the City commitment to continue to have the State Grant pay for the cost of the project, therefore the adopting the resolution creates no fiscal impact to the City General Fund.
COUNCIL GOAL:
Economic Opportunity for All
Innovative and Efficient City Government
Safety and Resilience
