ADMINISTRATIVE REPORT

MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: December 5, 2025
SUBJECT: Resolution to authorize the sale of a riding lawn mower (equipment) to the Bakersfield Police Activities League (BPAL), a non-profit organization, for one dollar ($1.00).

RECOMMENDATION:

Staff recommends approval of the resolution.

BACKGROUND:

The City has received a request from the Bakersfield Police Activities League (BPAL), a non -profit organization in Bakersfield, CA, to receive a surplus riding lawn mower. BPAL provides guidance to at-risk youth through quality educational and athletic after -school programs as healthy alternatives to drugs, alcohol, gangs, and violence. Police officers and other community members volunteer their time as coaches, mentors, role models, and friends to children in our community.

As BPAL’s programs continue to grow, the maintenance needs of their facility have increased significantly.

BPAL currently cares for approximately four acres of sports fields that are used daily by hundreds of local youths participating in recreational, athletic, and mentorship activities. The sale of a surplus riding mower to BPAL will directly support their ongoing field maintenance efforts and help ensure these spaces remain safe, functional, and accessible for the community.

Staff recommend the sale of surplus equipment of one (1) John Deere 1600WAM riding mower to BPAL, for one dollar ($1.00) to support BPAL’s ongoing field maintenance efforts. Please refer to the attached backup documents for surplus detail.

The Bakersfield Municipal Code Section 3.20.120F provides for this action and states that any sale to a governmental entity or non-profit organization shall be subject to confirmation and approval by the City Council.

FISCAL IMPACT:

No Impact to the City General Fund, with the donation of the surplus items.

COUNCIL GOAL:

Economic Opportunity for All
