ADMINISTRATIVE REPORT

MEETING DATE: January 7, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: December 17, 2025
SUBJECT: Purchase of roll-off trucks for the Solid Waste Division.

1. Resolution determining that roll-off trucks can most efficiently be obtained through cooperative procurement bidding procedures from Coast Counties Truck & Equipment and authorizing the Finance Director to dispense with bidding for the purchase of two (2) units in the amount of $814,780 for the Solid Waste Division within the Public Works Department.

2. Appropriate and transfer $434,880 Solid Waste Enterprise Fund balance to the Public Works Department’s Operating budget within the Equipment Management Fund to complete the purchase of one unit.

RECOMMENDATION:

Staff recommend adoption of the resolution and approval of appropriation and transfer.

BACKGROUND:

This purchase of two (2) roll-off trucks is for the Solid Waste Division within the Public Works Department. One truck will be an additional unit previously approved by staff and budgeted in the FY 2025–26 budget approved by Council on June 25, 2025. The second truck will replace an existing unit that is worn and beyond its useful life. Fleet staff have determined that the existing unit meets the criteria for replacement and recommend its replacement with a new unit that will provide greater efficiency and improved performance.

The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that the equipment is not available from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty-six months or is one that is still active and valid.

Coast Counties Truck & Equipment has entered into a competitive procurement contract with Sourcewell to offer discount pricing for their equipment. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of two (2) roll-off trucks in the amount of $814,780 ($407,390 per unit cost) for the Solid Waste Division within the Public Works Department.

FISCAL IMPACT:

Funds in the amount of $434,880 have been budgeted in the Solid Waste Enterprise Fund as part of the FY 2025-26 budget approved by Council on June 25, 2025, for the purchase of roll -off trucks . Staff desire to appropriate and transfer the full amount of $434,880 to the Public Works Department’s Operating budget within the Equipment Management Fund to complete the purchase of one additional roll -off truck in the amount of $407,390 (per unit cost) resulting in savings in the amount of $27,490.

Funds in the amount of $400,000 have been budgeted for the replacement of one roll -off truck. Staff will use savings in the amount of $7,390 to complete the purchase of one roll -of truck for the Solid Waste Division within the Public Works Department. Therefore, the Solid Waste Division in the Public Works department is an Enterprise Fund and this action will have no impact on the General Fund.

COUNCIL GOAL:

Innovative and Efficient City Government
