FROM: Jennifer M. Byers, Economic and Community Development Director DATE: December 16, 2025
SUBJECT: HHAP-5 Agreement with The Open Door Network ($350,000) for Shelter Operations (Ward 2)

RECOMMENDATION:

Staff recommends approval of the agreement

BACKGROUND:

In July 2023, the State of California established the Homeless Housing Assistance and Prevention Round 5 Program (HHAP-5) to be administered by California Department of Housing and Community Development (HCD). HHAP-5 is a $1 billion one-time block grant that provides local jurisdictions with flexible funding to continue efforts to end and prevent homelessness in their communities.

On February 14, 2024, the City Council entered into a Memorandum of Understanding (Agreement No. 2024-036) with the County of Kern and the Bakersfield Kern Regional Homeless Collaborative to apply for Round 5 HHAP funds. The City was awarded $5,678,236.56. The HHAP5 application included a funding set aside specifically for shelter operations for The Open Door Network and the Mission at Kern County.

The agreement before Council would provide $350,000 in HHAP-5 funding to The Open Door Network (TODN) to pay for an additional year of shelter operations. TODN will continue to provide emergency shelter, permanent housing navigation, and connections to vital community resources to individuals experiencing homelessness within the City of Bakersfield. The term ends January 31, 2027. TODN has received HHAP-1 and HHAP-4 grant funds for shelter operations totaling $1,660,000.
