BACKGROUND:
On September 18, 2025, City staff issued a public notice inviting professional surveying and mapping, architectural, and engineering firms to respond to a Request for Qualifications (RFQ) intended to qualify multiple firms to assist the City with a broad range of projects described in the solicitation. By the October 30, 2025 , submittal deadline, thirty -three (33) firms responded by providing detailed staff and firm qualifications, relevant project experience, references, and hourly billing rate schedules. An evaluation committee composed of representatives from the Recreation and Parks Department, Water Department, and the Public Works Department reviewed the submittals by professional discipline and met on November 21, 2025, to develop a recommendation for the qualified firms to be included in the Library, as identified in Exhibit A. The firms selected for inclusion in the Library have agreed to the rate schedules submitted in their proposals and to the terms of the Sample Agreement included in the original RFQ, with funding for future agreements to be paid from project budgets as approved or amended by the City Council.
FISCAL IMPACT:
Capital improvement projects and other services that utilize this Library of Consultants will be budgeted through the City’s regular budget cycle. Multiple types of funding sources maybe utilized when the firms are selected for projects. There is no fiscal impact with the adoption of this resolution.
