SUBJECT: Accept bid and approve contract with ABSL Construction, Inc. (no to exceed $732,500) for an annual contract for cold planing services.
RECOMMENDATION:
Staff recommend acceptance of the bid and approval of contract.
BACKGROUND:
Bids were solicited for an annual contract for cold planing services for the Streets Division. The contract award is for a one -year period; renewable annually for four consecutive one -year periods at the City’s option and upon mutually agreeable terms. Three bids were received in response to the solicitation.
The bids solicited were based on various grinding services for a day shift, minimum call out rate and an overtime rate with estimated quantities. The City determines the lowest bidder by multiplying the bidder’s unit price for each shift or hours by the estimated quantities to determine an annual estimate of work to be performed.
This contract is utilized by the Streets Division for preparation of asphalt roadway surface prior to City crews’ pavement reconstruction. The cold planing process is the removal of the top surface asphalt of a roadway. The removed milled asphalt material is recycled by City staff and used on other projects whereby eliminating any landfill impact.

Staff find the bid submitted by ABSL Construction, Inc. to be acceptable and recommend approval of contract in the amount of $732,500.
FISCAL IMPACT:
Funds in the amount of $732,500 are budgeted in this Fiscal Year 2025-26 from the General Fund and the Capital Outlay Fund for this contract.
