No items to highlight.

REGULAR MEETING – 5:15 PM

APPOINTMENTS
Items 6.a – 6.d Appointments to Various Boards and Commissions (All Wards ) City Council plans to appoint several individuals to the following boards and commissions: Police Civil Service Board (1, at- large), Miscellaneous Civil Service Board (2, at-large), Historic Preservation Commission (1, at-large), and Youth Commission (Ward 3, regular and alternate).

RESOLUTIONS
Item 7.d.1 Annual Renewal of Software and Maintenance (All W ards) The City has used Versaterm’s Records Management System (RMS) and Computer -Aided Dispatch (CAD) systems since 2001 –2002 under perpetual licenses to support critical Bakersfield Police Department (BPD) operations, including call handling, officer dispatch, records management, and reporting. Ongoing maintenance, support, and integration services are necessary to keep the systems current and functional as department operations expand. The City Council has previously authorized annual renewals, most recently via Resolution 196 -2022, and increased system use has resulted in higher maintenance costs. BPD is requesting approval of a resolution to continue annual maintenance, support, and integration services with Versaterm in an amount not to exceed $600,000 per year to accommodate add itional users and facility expansions. City staff will continue to review the effectiveness of the systems at least every five years. The costs are included in the Fiscal Year 2025–26 Police Department budget.

AGREEMENTS
Item 7.f.2 East Hills Parcel Map (Ward 3) Tentative Parcel Map 12541 is subject to Bakersfield Municipal Code Chapter 16, which requires construction of certain improvements within and adjacent to the tentative tract map , such as streets, sewer, walls, and storm drainage. If the improvements are not completed at the time of final map recordation, the developer, ZDI East Hills, LLC, must enter into an improvement agreement to complete the work within one year, with extension s allowed by the City.

Certificates of Occupancy or final inspections will not be allowed for any building within the bounds of the final map until these required improvements are completed and accepted by the City of Bakersfield and a Notice of Completion for the improvements is recorded. There is no fiscal impact to the City, as the improvements will be bonded by the developer.

Item 7.f.6 Amendment to Agreement with California Veterans Assistance Foundation (All Wards) On April 12, 2023, the City of Bakersfield entered into Agreement No. 2023-087 with California Veterans Assistance Foundation (CVAF) for Homeless Housing Assistance and Prevention Round 2 grant (HHAP -2). CVAF provided case management , including permanent supportive housing placement and wrap -around intensive care services. On March 1, 2025, CVAF merged with the Community Action Partnership of Kern (CAPK) and added all its services and programs to the new CAPK’s Veterans Services Division. As of October 1, 2025, the merger was complete, and CVAF was fully absorbed into CAPK. This Assignment of Agreement will allow CAPK to expend and receive reimbursement for the balance of Agreement No. 2023-087, and extend the term from April 13, 2026, to April 30, 2026. The funding sources that provide for the services within this contract are HHAP Grant funds which come from the State resources, therefore no fiscal impact the City General Fund.

PUBLIC SAFETY / VITAL SERVICES MEASURE
Item 7.j.1 Parking Citation Processing for the Bakersfield Police Department (All Wards) On January 10, 2018, the city entered into Agreement No. 18 -008 with Data Ticket, Inc. for the electronic processing of parking fines, including bail and forfeitures related to citations for illegal parking under California law. On November 7, 2018, the agreement was amended to ensure compliance with Assembly Bill AB 503, which modified California Vehicle Code 40220. This amendment required the city to provide payment plan options for individuals with unpaid parking citations who could demonstrate proof of indigency. On March 12, 2025, Agreement No. 18 -008 was amended for a second time to incorporate Security and Permissible Use Provisions to ensure compliance with the Department of Motor Vehicles' security requirements. The parties now desire to enter into amendment 3 to Agreement No. 18-008 to incorporate additional Security and Permissible Use Provisions. The amendment does not change the scope of work, cost, or term of the existing agreement but ensures the City remains in compliance with state-mandated security requirements. Funding for this agreement is within the Police Departments Fiscal Year 2025 -26 budget.

NEW BUSINESS
Items 12.a Proposition 218 Notices for Sewer User Rates (All Wards) In 2025 , the Water Department (Water) partnered with HF&H Consultants (HF&H) to conduct a revenue rate study to assess the revenue requirements needed to cover costs of operating and maintaining the existing systems and infrastructure. Water prepared 15 -year infra structure and financial plans, identifying capital improvement projects, operation and maintenance, and staffing requirements needed to maintain a proper level of service in the coming years. Using the 15-year plans, HF&H completed a full cost of service analysis and provided recommendations for rates beginning FY 2026-27. Results of the rate analysis were presented to City Council on October 22, 2025. Since then, City staff has received direction regarding acceptable rate options, engaged in multiple public outreach events, and has taken into consideration feedback from community stakeholders . Proposition 218 process entails a protest -ballot whereby property owners are notified of a proposed fee or fee increase and have a 45 -day period to issue a protest against the fee increase, either in writing or at a public hearing. Notices would be mailed out in February. The public hearing to consider the proposed update is scheduled for the April 22nd, 2026, City Council meeting. City Council is not voting to approve the proposed Sewer User Rate increase at this meeting. Sufficient funds are budgeted to fund the costs associated with mailing out the notices; therefore, there is no impact to the General Fund.
