ADMINISTRATIVE REPORT

MEETING DATE: February 11, 2026 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: February 11, 2026
SUBJECT: Accept bid and approve agreement with American International Environmental, Inc. (AIE) (not to exceed $269,959) to provide and install a dehydration system at Bakersfield Sanitary Landfill (Ward 3).

RECOMMENDATION:

Staff recommends acceptance of proposal and approval of the agreement.

BACKGROUND:

The City of Bakersfield owns a closed landfill, Bakersfield Sanitary Landfill (BSL) located at 4200 Panorama Drive, which produces methane gas as a by-product of the bacteria that breaks down organic waste present in the landfill. BSL has an operating landfill gas management system that collects methane gas and other particulates with carbon tanks to comply with the regulatory standards set by the California Air Resources Board (CARB).

To continue to meet CARB standards, a dehydrator system must now be incorporated into the existing landfill gas management system. The dehydrator system will dehydrate landfill gas to reduce moisture before the carbon t anks so that the carbon media can remove volatile organic compounds (VOCs), preventing greenhouse gas air pollution and not exceeding the 2.6lbs/day emissions compliance limit.

To address these requirements, a Request for Proposals (RFP) was issued to sol icit bids from qualified contractors to provide install a dehydration system for the Bakersfield Sanitary Landfill. Responses to the RFP were received from one company, as listed below:

1. American International Environmental, Inc.

Following a thorough evaluation of firm qualifications, relevant experience, reliability, and cost proposals, American International Environmental, Inc. was determined to be the most responsive and responsible bidder and to offer the best overall value to the City. American International Environmental, Inc. is among a limited number of vendors capable of installing a dehydration system required to meet CARB standards.

FISCAL IMPACT:

The total contract amount will be funded through the Refuse Enterprise Fund. There will be no impact on the City’s General Fund.
