MEETING DATE: February 11, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: January 23, 2026
SUBJECT: Amendment No. 2 to Agreement No. 2023-244 with Community Action Partnership of Kern (increase compensation $80,000, revised not to exceed $305,000; extend term to December 31. 2026) to implement a Socioecological Model focused on using a public health approach to expand on the City’s gun violence reduction efforts.
RECOMMENDATION:
Staff recommend approval of Amendment No. 2 to Agreement No. 2023-244.
BACKGROUND:
In July 2022, the Board of S tate and Community Corrections (BSCC) awarded the City of Bakersfield a multi-year $3,114,625 California Violence Intervention and Prevention (CalVIP) Cohort 4 grant to support the City’s Gun Violence Reduction Strategy (GVRS) through a public health and socioecological approach.
On October 11, 2023, the City entered into Agreement No. 2023-244 with Community Action Partnership of Kern (CAPK) to provide outreach services in support of GVRS using CalVIP Cohort 4 funding.
On June 25, 2025, the City and CAPK executed Amendment No. 1 to modify the Scope of Work, remove the fee schedule to allow flexibility in accessing funds while maintaining the same total compensation amount, and extend the agreement term through June 30, 2026. After that action, BSCC approve d an extension of the CalVIP Cohort 4 grant period from June 30, 2026, to December 31, 2026, and authorized the City to increase CAPK’s allocation by $80,000.
Approval of Amendment No. 2 is necessary to align the agreement with the BSCC -approved grant extension and increased funding allocation. This amendment extends the agreement term through December 31, 2026, increases the not -to-exceed compensation amount to $305,000, incorporates the BSCC Grant Award Extension as a governing document, and authorizes continuation of services beginning February 1, 2026, in anticipation of execution. Eligible costs incurred on or after that date may be reimbursed upon execution of the amendment, subject to availability of grant funds and compliance with BSCC grant require ments. Approval of this amendment ensures continuity of critical outreach services supporting GVRS while maintaining compliance with all applicable grant and administrative requirements.
FISCAL IMPACT:
The amendment increases the agreement amount by $80,000, for a total not -to-exceed amount of $305,000. Funding for these services is fully supported by the BSCC CalVIP Cohort 4 grant. Approval of this amendment will not result in any impact to the City’s General Fund.
