with American International Environmental, Inc. (increase compensation $270,000, total not to exceed $690,000, and extend term to May 22, 2027) for Landfill Gas System Services and Bakersfield Sanitary Landfill (BSL).
RECOMMENDATION:
Staff recommends approval of this Amendment.
BACKGROUND:
The Bakersfield Sanitary Landfill (BSL), located at 4200 Panorama Drive, is an 85-acre landfill that has been inactive since 1983. Multiple projects over time added various features to mitigate and treat the gas that is generated from the landfill. Final closure occurred in 2014 and included installation of a monolithic soil cover over the existing intermediate soil cover, installation of additional gas collection wells, and automated carbon cannisters inclusive of a condensate collection tank. Continued mo nitoring and maintenance of the closed landfill is required and generally has been managed with a combination of consulting, contract services, and in-house staff.
On May 22, 2024, the City entered into Agreement No. 2024 -125 with American International Environmental, Inc. for a one-year term with the option of four (4) consecutive one-year periods with a not to exceed amount of $200,000. AIE Inc. was originally selected through a Request for Qualifications (RFQ) selection process. Services provided include monitoring, testing, and carbon media replacement for landfill gas treatment.
On February 12, 2025, Council approved amending Agreement No. 2024 -125 for an additional one-year term, expiring May 22, 2026, and increasing the compensation by $220,000, for a revised not to exceed amount of $420,000.
Currently, staff recommends amending Agreement No. 2024-125 for an additional one-year term, expiring May 22, 202 7, and increasing the compensation by $2 70,000, for a revised not to exceed amount of $690,000.
