FROM: Greg Terry, Chief of Police
DATE: January 9, 2026
SUBJECT: Amendment 2 to Agreement No. 2024-250 with Benchmark Polygraph and Truth Assessment (increase compensation $30,000; revised not to exceed $120,000 and term date of April 30, 2027) for polygraph testing as part of background examinations for the Bakersfield Police Department.

RECOMMENDATION:

This Staff recommends approval of the amendment.

BACKGROUND: On June 4, 2008, the Civil Service Commission approved the usage of polygraph testing as part of background examinations for the Bakersfield Police Department (BPD). Polygraph testing allows the BPD the opportunity to test potential law enforcement personnel and specified non-sworn positions for trustworthiness and any potential red flags, the results aid the BPD in completing the required background checks.

On March 6, 2023, the BPD and Benchmark Polygraph and Truth Assessment entered into Agreement No. PD23-009 for a total amount not to exceed $40,000 and a term date of April 30, 2025, for polygraph services.

On September 25, 2024, the BPD and Benchmark Polygraph and Truth Assessment amended Agreement No. PD23-009 and entered into Agreement No. 2024-250 to increase compensation by $20,000 for a new total compensation amount not to exceed $60,000 and a term date of April 30, 2025.

On February 25, 2025, the BPD and Benchmark Polygraph and Truth Assessment entered into Amendment 1 to Agreement No. 2024-250 to increase compensation by Thirty Thousand Dollars $30,000 for a new total not to exceed amount of $90,000 and extended the term date to April 30, 2026.

The BPD now desires to amend Agreement No. 2024-250 for a second time to increase compensation by $30,000 for new total compensation amount not to exceed $120,000 and a term date of April 30, 2027, to continue polygraph services for the BPD.
