ADMINISTRATIVE REPORT
MEETING DATE: February 11, 2026 AGENDA CATEGORY: Consent-Resolutions TO: Honorable Mayor and City Council
FROM: Greg Terry, Chief of Police
DATE: January 30, 2026
SUBJECT: Resolution Approving Annual Renewals of Software and Maintenance with Versaterm Public Safety, Inc (not to exceed $600,000) for software, support and maintenance services for Versaterm’s Records Management System (RMS) and Computer Aided Dispatch System (CAD).
RECOMMENDATION:
Staff recommends approval of the resolution.
BACKGROUND: The City Council approved Agreement No. 01-112 and Agreement No. 02-099 on May 16, 2001 and April 24, 2002 respectively, whereby the City purchased certain application software and related training, maintenance, and services from Versaterm Public Safety, Inc. (“Versaterm”) for the Bakersfield Police Department to operate a Records Management System (RMS) and a Computer-Aided Dispatch System (CAD) System. Versaterm granted the City certain perpetual licenses in those agreements, and thus the City continues to utilize the RMS and CAD systems to respond to incoming emergency and non - emergency calls, dispatch and locate officers in the field, record information about calls and case statuses, manage property, and produce crime and statistical reports.
Given the vital role the RMS and CAD systems play in the effectiveness and management of the BPD, support and mainten ance of the software is essential to keep the software upgraded and running efficiently. Accordingly, over the years the City Council has adopted various resolutions to authorize annual renewals for ongoing expansion and use of the RMS and CAD systems, most recently via Resolution 196-2022 in an amount not to exceed $390,000 annually to account for expanded use by the Park Ranger Program. With the expansion of the program, the number of system users grew, leading to higher annual maintenance costs.
As the respective systems have improved and expanded to aid law enforcement operations, so too has the need to purchase additional products, support and maintenance services from Versaterm to meet the City’s needs and integrate products into the City’s existing RMS and CAD systems. Versaterm currently offers various activation and integration services to further integrate existing products into the City’s existing RMS and CAD systems, which will continue to improve the efficiency and effectiveness of City operations.
The Bakersfield Police Department requests that the City Council adopt a resolution authorizing the continued annual renewal of maintenance, support, and integration services for continued use of the Versaterm RMS and CAD software systems, with a new not to exceed amount of $600,000 per year. The increase in maintenance capacity will enable BPD to seamlessly integrate new users and facilities system improvements as the department continues to expand.
In order to ensure appropriate internal controls, City staff will periodically review the efficiency and efficacy of the City’s continued use of Versaterm’s RMS and CAD systems every five (5) years or as necessary to ensure the products best serve the needs of the City.
FISCAL IMPACT:
The serv ices, maintenance and support services are in Fiscal Year 2025 -26 budget within the Police Department budget.
