ADMINISTRATIVE REPORT

MEETING DATE: February 11, 2026 AGENDA CATEGORY: Consent – Resolution TO: Honorable Mayor and City Council
FROM: Greg Terry, Chief of Police
DATE: January 29, 2026
SUBJECT: Resolution to Dispense with Bidding for Winchester Ammunition with Dooley Enterprises, Inc. (not to exceed $300,000) for purchase of ammunition for the Bakersfield Police Department

RECOMMENDATION:

Staff recommends approval of the resolution.

BACKGROUND: Winchester Ammunition, the manufacturer, has designated the only authorized Sole source law enforcement distributor for the State of California to be Dooley Enterprises, Inc. Therefore, staff is recommending adoption of the Resolution to dispense with bidding for purchases of Winchester 9mm Ammunition and authorizing the purchase of said product from the sole supplier, Dooley Enterprises on a continuing basis in amounts to meet the Police Department’s requirements.

The Bakersfield Police Department has standardized on Winchester Ammunition for their 9mm ammunition needs. Winchester Ammunition is the standard product used by most law enforcement agencies. The Police Department desires to purchase products in larger quantities to maintain stock due to supply chain shortages and longer than normal shipping times.

On April 24, 2024, Council adopted Resolution No. 050-2024 to dispense with bidding procedures for the purchase of Winchester ammunition from Dooley Enterprises, Inc. in accordance with subsection D.2 of section 3.20.060 of the Bakersfield Municipal Code . The resolution set a not -to-exceed amount at $250,000. Staff requests the Council make a new finding to dispense with bidding for continued purchases, as Dooley Enterprises remains the sole supplier, and authorize up to $300,000 in purchases. If and when additional purchases are required by the Bakersfield Police Department, staff will return to Council for additional appropriation of funds.

FISCAL IMPACT:

Funds are available from a combination of General Fund, Public Safety Vital Services Measure Fund and Supplemental Law Enforcement Services Fund.

COUNCIL GOAL:

Safety and Resilience
