A RESOLUTION APPROVING ANNUAL
RENEWALS OF SOFTWARE, SUPPORT AND
MAINTENANCE SERVICES NECESSARY FOR THE
BAKERSFIELD POLICE DEPARTMENT’S USE OF
VERSATERM’S RECORDS MANAGEMENT
SYSTEM (RMS) AND COMPUTER AIDED
DISPATCH SYSTEM (CAD), NOT TO EXCEED
$600,000 PER YEAR.
WHEREAS, the City Council approved Agreement No. 01-112 ( Versaterm Agreement No. 495-001 ) on May 16, 2001, whereby the City purchased certa in application software and related training, maintena nce, and services from Versaterm Public Safety, Inc. (“Versaterm”) for the Bakersfield Police Department to operate a Records Management System (RMS); and
WHEREAS, the City Council also approved Agreement No. 02-099 ( Versaterm Agreement No. 495-002 ) on April 24, 2002, whereby the City purchased cer tain application software and related training, maintena nce, and services from Versaterm for the Bakersfield Police Department to operate a Computer-Aided Dispatch System (CAD System); and
WHEREAS, Versaterm granted the City certain perpetual licens es pursuant to Agreement Nos. 01-112 and 02-099, and thus the City continues to utilize the RMS and CAD systems to respond to incoming emergency and non-emergency calls, dispatch and locate officers in the field, record informatio n about calls and case statuses, manage property, and produce crime and statistical reports; and WHEREAS, as the respective systems have improved and expanded to aid law enforcement operations, so too has the need to purc hase additional products, support and maintenance services from Versaterm to meet the City’s needs and integrate products into the City’s existing RMS and CAD systems; and WHEREAS, over the years, the City Council has adopted vario us resolutions to authorize annual renewals for ongoing expansion and use of the RMS and CAD systems, most recently via Resolution 196-2022 in an amount not to exceed $390,000 annually to account for expanded use by the Park Ranger Program; and WHEREAS, the City Council desires to authorize continued re newals of Versaterm’s RMS and CAD systems and related software, support and maintenance services in a total not to exceed amount of $600,000 annually.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The City Council finds that annual support, mainten ance and integration services and subscriptions for the City’s continued use of Versaterm’s Records Management System (RMS) and Computer Aided Dispatch System (CAD) can only be reasonably obtained from Versaterm and are necessary to successfully integrate into the City’s existing RMS and CAD systems, as set forth in Bakersfield Municipal Code section 3.20.060(D)(2).
3. The Finance Director or designee is authorized to a nnually renew ongoing maintenance, support, and integration services for Versaterm’s Records Management System (RMS) and Computer Aided Dispatch System (CAD) utilized by the Bakersfield Police Department and Re creation & Parks Department without further City Council action, provided that the cost of such renewal does not exceed Six Hundred Thousand Dollar s ($600,000) per year.
Prior City Council Resolutions authorizing lesser a nnual payments for the RMS and CAD systems shall be of no further force and effect.
4. The City Manager or designee shall review the effic iency and efficacy of the City’s continued use of Versaterm’s RMS and CAD systems every five (5) years or as necessary to ensure the products best serve the needs of the City.
