DATE: January 21, 2026
SUBJECT: Resolutions of Intention 2252, 2253, and 2254 to add Areas 1 -143, 4-318, and 4-321 to the Consolidated Maintenance District
and preliminarily approving, confirming, and adopting the Development Services Director’s Report:

3. ROI No. 2253 adding Area 4-321 (600 17th Street): Street Tier = 2; Park Tier = 1 – (Ward 2)

RECOMMENDATION:

Staff recommends adopting the resolutions of intention.

BACKGROUND:

Written requests have been received by the City Engineer from the owners of the parcels to be included into the Consolidated Maintenance District as required by section 13.04.021 of the Municipal Code.

Inclusion in the Consolidated Maintenance District will provide for the maintenance of parks and/or street landscaping.

The City of Bakersfield has received a letter from the owners of the properties listed above which waived the public hearing concerning inclusion in the Consolidated Maintenance District. This allows the City to expedite the maintenance district process to satisfy subdivision requirements. The owners have also submitted a Proposition 218 ballot indicating their consent to the assessments.

In order to provide future property owners with disclosure regarding the inclusion of land in the Consolidated Maintenance District and the estimated maximum annual cost per equivalent dwelling unit, a covenant has been drafted and will be recorded with the Kern County Assessor‐Recorder's Office upon approval of these Resolutions.

Staff recommends the new territories be added to the Consolidated Maintenance District at the next City Council meeting.

FISCAL IMPACT:

The revenue from Maintenance Assessment Districts partially supports ongoing maintenance in the districts for the year. There is some General Fund support on an annual basis for the short fall in the CMD revenue collected citywide.

COUNCIL GOAL:

Reliable Infrastructure
