ADMINISTRATIVE REPORT
MEETING DATE: February 25, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: February 6, 2026
SUBJECT: Amendment No. 1 to Agreement No. 2022-002
with U.S. Peroxide, LLC DBA USP Technologies (increasing compensation by $890,000; revised not to exceed $4,000,000 and extend the term to November 30, 2027) to inject chemical into the City’s sewer collection system to mitigate atmospheric odors and reduce corrosion for various locations.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The City uses a contractor to treat the sewer collection system to prevent odors from creating a nuisance to the public and to prevent corrosion, which could deteriorate the sewer collection infrastructure. The contractor supplies the chemicals, provides chemical storage, and injects the chemicals into the sewer collection system.
In 2021, Public Works staff undertook a request for qualifications process and selected a consultant to prepare an analytical report of the City's sewer collection system and recommend w hich method of chemical treatment would be the most beneficial to the City for reducing odors and corrosion. Carollo Engineers was selected and completed the report. The report recommended different types of iron solution chemicals to mitigate odors and co rrosion. Most iron solutions, such as ferrous chloride, can reduce odors and corrosion. However, storing ferrous chloride at City sewer lift stations poses a risk due to its unsafe hazard rating. The report recommended using SulFelox, a safer iron solution , to mitigate odors and corrosion within the collection system.
SulFelox, patented and supplied by U. S. Peroxide, has the benefit of providing the same effectiveness of ferrous chloride, but it has a safe hazard rating. Staff conducted a pilot program wi th U. S. Peroxide' s SuIFeLox and saw improved results for odor control and corrosion mitigation. This was done by measuring the reduction in hydrogen sulfide (an indicator of odor and corrosion) from injecting SuIFeLox. Staff received a fee proposal from U. S. Peroxide to provide full service chemical supply, storage, and injection services for a 5- year term.
U.S. Peroxide, LLC DBA USP Technologies continues to provide satisfactory services for the City of Bakersfield’s sewer collection systems. Proposed Amendment No. 1 to Agreement No. 2022-002 with U.S.
Peroxide, LLC DBA USP Technologies will extend the agreement for one year, increase the rates, and increase the compensation by $890,000 with a new not to exceed amount of $4,000,000.
FISCAL IMPACT:
Sufficient funds are currently budgeted in the Public Works Department Operating budget (Sewer Enterprise Fund) to pay for these services. Therefore, there is no impact to the General Fund.
COUNCIL GOAL:
Reliable Infrastructure
