ADMINISTRATIVE REPORT
MEETING DATE: February 25, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: February 12, 2026
SUBJECT: Dispense with bidding for the purchase of an EV brush truck for the Recreation and Parks Department
1. Resolution determining that an electronic vehicle (EV) brush truck can most efficiently be obtained through cooperative procurement bidding procedures from Bakersfield Truck Center and authorizing the Finance Director to dispense with bidding for the purchase of one (1) unit in the amount of $214,791 for the Recreation and Parks Department.
2. Appropriate $134,791 Equipment Management Fund balance to the Public Works Operating budget within the Equipment Management Fund to complete the purchase.
RECOMMENDATION:
Staff recommends adoption of the resolution and approval of appropriation to complete the purchase.
BACKGROUND:
The purchase of one electric vehicle (EV) brush truck for the Recreation and Parks Department will replace an existing unit that is worn, unreliable, and more than 19 years old. The vehicle meets the Fleet Staff’s criteria for replacement and will be repla ced with a new electric unit that offers greater efficiency and improved performance.
The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that the equipment is not available from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty- six months or is one that is still active and valid.
PB Loader has entered into a competitive procurement contract with Sourcewell to offer discount pricing for their equipment. Bakersfield Truck Center is an authorized dealer for PB Loader. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of one EV brush truck in the amount of $214,791 (total sales price) for the Recreation and Parks Department.
FISCAL IMPACT:
Funds in the amount of $80,000 were previously budgeted in the Equipm ent Management Fund for this purchase. An appropriation in the amount of $134,791 Equipment Management Fund balance to the Public Works Operating budget will be necessary to complete the purchase.
The ACF Regulation (California Code of Regulations, Title 1 3, Sections 2013, 2013.1, 2013.2, 2013.3, 2013.4, and 2016) mandates the transition of internal combustion vehicles to zero emission vehicles.
For vehicles that are underfunded in the general fund, the shortfall will be recovered over the vehicle life cycle through the rate. For non -general fund vehicles, the shortfall will be appropriated at the time of award.
This purchase qualifies for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) discounts. Bakersfield Truck Center has su bmitted a Notice of Intent to Purchase to the HVIP program, pending Council approval. If approved, a discount of $60,000 will be applied to the total sales price,
reducing the net purchase amount to $154,791. However, staff recommends appropriating the f ull amount necessary to complete the purchase, exclusive of the potential discount.

Innovative and Efficient City Government
