MEETING DATE: February 25, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: February 11, 2026
SUBJECT: Dispense with bidding for the purchase of EV graffiti flatbed trucks for the General Services Division.
1. Resolution determining that electronic vehicle (EV) graffiti flatbed trucks can most efficiently be obtained through cooperative procurement bidding procedures from Bakersfield Truck Center and authorizing the Finance Director to dispense with bidding for the purchase of three (3) units in the amount of $627,046 for the General Services Division within the Public Works Department.
2. Appropriate $458,046 Equipment Management Fund balance to the Public Works Operating budget within the Equipment Management Fund to complete the purchase.
RECOMMENDATION:
Staff recommend adoption of the resolution and approval of the appropriation to complete the purchase.
BACKGROUND:
This purchase of three electric vehicle (EV) graffiti flatbed trucks for the General Services Division within the Public Works Department will replace existing units that are worn, unreliable, and more than 19 years old. The units meet the Fleet Staff’s criteria for replacement and will be replaced with new units that offer greater efficiency and improved performance.
The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that the equipment is not availabl e from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty- six months or is one that is still active and valid.
PB Loader has entered into a competitive procurement contract with Sourcewell to offer discount pricing for their equipment. Bakersfield Truck Center is an authorized dealer for PB Loader . Staff recommend adoption of the Resolution to dispense with bidding for the purchase of three (3) EV graffiti flatbed trucks in the amount of $627,046 (total sales price of $209,015.21 per unit) for the General Services Division within the Public Works Department.
FISCAL IMPACT:
Funds in the amount of $169,000 were previously budgeted in the Equipment Management Fund for the purchase of three (3) units. An appropriation in the amount of $458,046 Equipment Management Fund balance to the Public Works Operating budget will be necessary to complete the purchase.
The ACF Regulation (California Code of Regulations, Title 13, Sections 2013, 2013.1, 2013.2, 2013.3, 2013.4, and 2016) mandates the transition of internal combustion vehicles to zero emission vehicles.
For vehicles that are underfunded in the general fund, the shortfall will be recovered over the vehicle life cycle through the rate. For non -general fund vehicles, the shortfall will be appropriated at the time of award.
This purchase qualifies for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) discounts. Bakersfield Truck Center has submitted a Notice of Intent to Purchase to the HVIP program, pending Council approval. If approved, a discount of $180,000 will be applied to the total sales price, reducing the net purchase amount to $447,046. However, staff recommend appropriating the full amount necessary to complete the purchase, exclusive of the potential discount.
