BACKGROUND:

On May 5, 2025, City Council approved the City of Bakersfield’s Fiscal Year (FY) 2025-26 Action Plan for the Department of Housing Urban Development (HUD), which describes activities to be funded with the City’s HUD entitlement grant funding. As part of that process, council approved the Emergency Solutions Grant (ESG) funding to the following organizations to assist in emergency shelter, rapid rehousing, and homelessness prevention activities:

Organization Type Grant Amount
The Mission at Kern County Emergency Shelter $70,920
The Open Door Network Emergency Shelter $70,917
The Open Door Network
(VSP) Emergency Shelter $35,460
The Open Door Network Rapid Rehousing $58,093
The Open Door Network Homelessness Prevention $58,093

The above-mentioned service providers have nearly 150 years of combined experience in providing services to individuals and families experiencing homelessness. These organizations benefit the community by offering various types of assistance. Service provider ESG program activities include: Homelessness Prevention, Rapid Rehousing, and Emergency Shelter services. These activities support individuals and families experiencing homelessness or those at risk of homelessness.

Emergency Shelter services operate 24 hours a day, offering safe and habitable space to individuals experiencing homelessness as well as survivors of intimate partner violence, who are served through victim service providers. Homelessness Prevention efforts focus on assisting families and individuals who are at imminent risk of losing their permanent housing by providing housing stabilization services, and other supportive resources aimed at preventing homelessness.

Rapid Rehousing programs provide short-term rental assistance and supportive services to families and individuals who have recently become homeless, helping them to quickly regain stable housing.

FISCAL IMPACT:

All agreements will be funded from HUD Emergency Solutions Grant funds allocated to each subrecipient in the FY 2025-26 action plan and budget. Therefore, no impact to the City General Funds.
