SUBJECT: Carbon Media Change-Out Services for Bakersfield Sanitary Landfill
Accept Proposal and Approve Contract with Carbon Supply Inc ($300,000) for providing granular activated carbon, associated equipment and change-out services for Bakersfield Sanitary Landfill (Ward 3).
RECOMMENDATION:
Staff recommends acceptance of proposal and approval of agreement.
BACKGROUND:
The City has maintained an agreement for the supply and replacement of granular activated carbon (GAC) used in air quality control systems at the Bakersfield Sanitary Landfill, 4200 Panorama Drive. The GAC is necessary to ensure compliance wit h applicable emissions regulations and to support the continued operation of the landfill’s environmental control systems.
Due to recent regulatory changes implemented by the California Air Resources Board (CARB), the City is required to increase the freq uency of carbon media change -outs and utilize upgraded equipment to remain in full compliance. These updated regulations have significantly increased the cost of providing the required granular activated carbon, associated equipment, and change-out services beyond the limits of prior agreements.
To address these requirements, a Request for Proposals (RFP) was issued to solicit bids from qualified contractors to provide granular activated carbon, the associated equipment, and change-out services for the Bakersfield Sanitary Landfill. Responses to the RFP were received from four (4) companies, as listed below:
1. Carbon Activated Corporation $21,900.00
2. Karbonous, Inc $19,559.25
3. Pacific Petroleum California $43,310.03
4. Carbon Supply Inc $18,725.15
Following a thorough evaluation of relevant experience, reliability, and cost proposals, Carbon Supply Inc was determined to be the most responsive and responsible bidder and to offer the best overall value to the City. Carbon Supply Inc is among a limited number of vendors capable of supplying the specific activated carbon pellet media required to meet CARB standards and is the only nearby supplier able to provide timely and reliable change-out services.
FISCAL IMPACT:
The total contract amount will be funded through the Refuse Enterprise Fund. There will be no impact on the City’s General Fund.
COUNCIL GOAL:
