DATE: February 25, 2026
SUBJECT: Dispense with bidding for the purchase of electronic vehicle (EV) vans for various Departments.
1. Resolution determining that electronic vehicle (EV) vans can most efficiently be obtained through cooperative procurement bidding procedures from Rush Truck Center and authorizing the Finance Director to dispense with bidding for the purchase of five (5) units in the amount of $301,353 for the Recreation and Parks Department, the Police Department, and the General Services Division within the Public Works Department.
2. Appropriate $26,353 Equipment Management Fund balance to the Public Works Operating budget within the Equipment Management Fund to complete the purchase.
RECOMMENDATION:
Staff recommend adoption of the resolution and approval of appropriation to complete the purchase.
BACKGROUND:
The purchase of five EV (5) vans for the Recreation and Parks Department, the Police Department, and the General Services Division within the Public Works Department will replace existing vehicles that are worn, unreliable, and more than 20 years old. The vehicles meet the Fleet Staff’s criteria for replacement and will be replaced with new electric vehicles offering greater efficiency and improved performance.
The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that the equipment is not available from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty- six months or is one that is still active and valid.
Rush Truck Center has entered into a competitive procurement contract with Sourcewell to offer discount pricing for their equipment. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of five (5) EV vans in the amount of $301,353 for the Recreation and Parks Department, the Police Department, and the General Services Division within the Public Works Department.
FISCAL IMPACT:
Funds in the amount of $275,000 were previously budgeted in the Equipment Management Fund for this purchase. An appropriation in the amount of $26,353 Equipment Management Fund balance to the Public Works Operating budget will be necessary to complete the purchase.
The ACF Regulation (California Code of Regulations, Title 13, Sections 2013, 2013.1, 2013.2, 2013.3, 2013.4, and 2016) mandates the transition of internal combustion vehicles to zero emission vehicles.
For vehicles that are underfunded in the general fund, the shortfall will be recovered over the vehicle life cycle through the rate. For non -general fund vehicles, the shortfall will be appropriated at the time of award.

Innovative and Efficient City Government
