SUBJECT: Accept bid and approve contract for Streetlighting Improvements along Terrace Way and Belle Terrace from South ‘H’ Street to South Union Avenue
1. Accept bid and approve contract with Loop Electric, Inc. for $622,960
2. Authorize staff to approve, as necessary, up to $32,000 in City-Controlled contingency for unforeseen conditions during the construction of said project. (Ward 2)
RECOMMENDATION:
Staff recommends acceptance of second lowest bid, authorization of City-Controlled contingency, and approval of contract.
BACKGROUND:
The proposed project will provide acceptable streetlighting for pedestrian and vehicle traffic, including improvements to provide an adequate pedestrian path of travel.
The work to be performed consists, in general, but is not limited to the removal and disposal of existing streetlights, installation of forty -eight (48) round, tapered poles with six -foot (6’) mast arms, solar luminaires and panels, pull boxes, concrete construction of new curb, gutter, and sidewalk, all in conformance with the contract documents. The Engineer’s Estimate for this project is $759,000.
Item No. 1: On February 4, 2026, a total of five (5) bids were receiv ed. One (1) bid was deemed nonresponsive by staff due to submitting an incomplete bid packet at the time of Bid Opening. The four (4) responsive bids are as follows:

Staff recommends awarding the bid and contract to lowest responsible bidder, Loop Electric, Inc.
Item No. 2: Bakersfield Municipal Code section 3.20.105(E) authorizes Public Works Contract Amendments to be executed via Change Order, provided that Change Orders which exceed $25,000 must be approved by the City Council. Staff is requesting pre -approval of up to $3 2,000 for City -controlled contingency for unforeseen conditions encounte red during construction of this project, to be executed via authorized Change Order(s). Any cost which exceeds the City approved contingency, cumulative or otherwise, would require action and approval from the City Council. This City-controlled contingency will save staff time by not having to prepare multiple Council reports for individual routine change orders throughout the project, should they arise. All remaining contingency funds not used will be returned to the fund balance at the end of the project.
FISCAL IMPACT:
This project (25PWAP02) is funded by Community Development Block Grant (CDBG) funds. There is no impact on the General Fund.
