SUBJECT: Agreement with Provost and Pritchard Engineering Group, Inc dba Provost and Pritchard ConsultingGroup
(not to exceed $257,000) for Street Improvements along E. Belle Terrace from Dr. Martin Luther King Jr. Blvd to Washington Street. (Ward 1, 2)
RECOMMENDATION:
Staff recommends the approval of the agreement.
BACKGROUND:
The area along East Belle Terrace from Dr. Martin Luther King Jr Blvd to Washington Street has recently been annexed to the City of Bakersfield. The City is acquiring the necessary right-of-way along this stretch of roadway, so the roadway can be built, and the roadway network can be connected to allow eastbound- westbound travel between Mt. Vernon Avenue and Dr. Martin Luther King Jr. Blvd.
The purpose of this project is to construct full-width roadway improvements along E. Belle Terrace from Dr. Martin Luther King Jr Blvd to Washington Street. The project will include new curb & gutter, sidewalk, pavement, street lighting, storm drain improvements, pavement striping & markings, traffic signal modifications, and various other improvements to construct a full width collector roadway to meet current City standards.
The City issued a Request for Proposal to firms already prequalified and part of the Public Works Department’s Library of Consultants. The firms targeted were those qualified under Transportation and Civil Engineering with relevant experience in roadway improvements. Public Works staff determined Provost & Pritchard was the most qualified firm for this project. Based on the firm’s qualifications and fee proposal being favorable to the City, staff recommends award of the design consultant agreement to Provost & Pritchard.
Design funding was previously approved. Construction funding is being requested as part of the FY 2026- 2027 budget cycle.
FISCAL IMPACT:
The design for this project is fully funded through Public Safety and Vital Services (PSVS) funds. There are sufficient funds available for the award of this design consultant agreement to cover the design phase.
COUNCIL GOAL:
Reliable Infrastructure
