ADMINISTRATIVE REPORT

MEETING DATE: March 25, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: February 23, 2026
SUBJECT: Amendment No. 1 to Agreement No. 2023-263 with Parsons Transportation Group, Inc. (Parsons) (increasing compensation $1,250,000; revised not to exceed $2,250,000) for Engineering Design Services of the Beach Park Bridge Multi-Use Crossing (P4K307).

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

On November 8, 2023, the City of Bakersfield executed Agreement No. 2023 -263 with Parsons Transportation Group, Inc. to provide conceptual design and environmental engineering services for the 24th Street & Kern River Multi-Use Crossing (Beech Park Bridge) project. Under this agreement, Parsons prepared multiple conceptual design alternatives focused on ensuring safe and accessible passage for pedestrians and bicyclists, while also exploring a landmark-style bridge aesthetic.

Following staff review, revisions, and a second round of conceptual designs, a preferred alternative has been selected that appropriately balances public amenities with fiscal responsibility to the City. Staff now recommends amending the original agreement to expand the scope of work to include continued project management and coordination, ongoing environmental engineering services, and preparation of 30% design plans and cost estimates to advance the project.

FISCAL IMPACT:

This project is funded through Public Safety & Vital Services (PSVS) funds and was budgeted in Fiscal Year 2025-26 Public Works Capital Improvement Program.

COUNCIL GOAL:

Reliable Infrastructure
