ADMINISTRATIVE REPORT

MEETING DATE: March 25, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: March 4, 2026
SUBJECT: Contract Change Order No. 1 to Agreement No. 2026-014 with American International Environmental (increasing compensation by $7,395.30; revised not to exceed $277,354.30) for the dehydration system at the Bakersfield Sanitary Landfill (BSL). (Ward 3)

RECOMMENDATION:

Staff recommends approval of the change order.

BACKGROUND:

Bakersfield Sanitary Landfill (BSL) has an operating landfill gas management system that collects methane gas and other particulates with carbon tanks to comply with the regulatory standards set by the California Air Resources Board (CARB). To continue to meet CARB standards, a dehydrator system must now be incorporated into the existing landfill gas management system. The dehydrator system will dehydrate landfill gas to reduce moisture before the carbon tanks so that the carbon media can remove volatile organic compounds (VOCs), preventing greenhouse gas air pollution and not exceeding the 2.6lbs/day emissions compliance limit.

On November 17, 2025, a Request for Proposals (RFP) was issued to solicit bids from qualified contractors to provide and install a dehydration system for the Bakersfield Sanitary Landfill (BSL). On February 11, 2026, City Council awarded a contract t o American International Environmental (AIE) in the amount of $269,959 to furnish all components and complete the installation of a dehydration system compatible with the existing landfill gas management system at the BSL, located at 4200 Panorama Drive.

Following execution of the agreement, a funding adjustment of $7,395.32 was identified to reflect manufacturer price increases effective January 1, 2026 , to both major pieces of equipment —the De-Hy Unit and the Chiller.

Change Order No. 1 provides compensation to the contractor for these adjustments associated with the BSL dehydration system and establishes a revised not-to-exceed amount of $277,354.30.

FISCAL IMPACT:

The total contract amount will be funded through the Refuse Enterprise Fund. There will be no impact on the City’s General Fund.

COUNCIL GOAL:

Reliable Infrastructure
