SUBJECT: Adoption of ordinance amending the Bakersfield Municipal Code Section 17.06.020 by changing the official zoning classification from A-20A (Agricultural – 20-acre minimum) to RE (Recreation) zone on 3.67 gross acres located at 5525 and 5543 Buena Vista Road for Zone Change No. 24-0001 The applicant is KSI Engineering representing APVJ, LLC, property owner (Ward 5) (FR 3/11/2026).
RECOMMENDATION:
Staff recommends adoption of the ordinance.
BACKGROUND:
First reading of the ordinance was given on March 11, 2026. The City Council also adopted a mitigated negative declaration.
The project is a request for an amendment to the Metropolitan Bakersfield General Plan Land Use Element and the City of Bakersfi eld Zoning Ordinance on 3.67 gross acres, located at 5525 and 5543 Buena Vista Road in southwest Bakersfield. The applicant proposes to change the land use designation from R -IA (Resource – Intensive Agriculture) to OS -P (Parks); and to change the zone cla ssification from A -20A (Agricultural – 20-acre minimum) to RE (Recreation) zone. On January 15, 2026, the Planning Commission unanimously voted in favor of the zone change and there was no opposition to the project.
FISCAL IMPACT:
The action to approve the zone change was paid for by fees, thus has minimal cost to the General Fund.
Also as this site develops to its full land use economic potential it will have a positive impact on generating revenue for the City General Fund.
