RESOLUTIONS
Item 6.d.1 Sale of Surplus Taser 7 Devices to Multiple Governmental Entities (All Wards ) The City has received requests from four governmental entities in California to receive obsolete Taser 7 devices. The Bakersfield Police Department has surplus Taser 7 devices that are no longer serviceable. This sale of the surplus Taser 7 devices to the governmental entities listed for one dollar ($1) will support the operational needs of their respective Police Departments and/or authorized law enforcement personnel. The equipment is being sold "as is with all faults" to remove the City from any potentia l liability claims. There will be no impact on the fiscal year budget.

AGREEMENTS
Item 6.f. 3 Police Service Canine (All Wards ) The Bakersfield Police Department’s Canine Unit utilizes specially trained police service dogs to assist officers in a variety of law enforcement activities, including suspect apprehension, officer protection, and detection operations. On February 12, 2026, the City entered into Agreement No. PD26 -006 with Spectrum Canine Isabel, LLC. for a total compensation of $99,540 and a term date of February 1, 2027. The City desires to amend the agreement to increase compensation by $28,500 for the purchase of an additional police service canine and any associated training related to the canine and its assigned officer. Funds are allocated within BPD’s general fund.

Item 6.f.6 Home Repair & Weatherization Program (All Wards) The City of Bakersfield received Coronavirus State and Local Fiscal Recovery Funds (SLRF) through the American Rescue Plan Act (ARPA) to support COVID-19 response and recovery efforts. On November 20, 2024, the City Council approved Agreement No. 2024-304 with Community Action Partnership of Kern (CAPK) to implement the Home Repair and Weatherization Program with $700,000 in ARPA funding. This followed the termination of a prior agreement with Staples Energy, which was unable to complete the required scope of work. To ensure continued program delivery within ARPA guidelines, the City proposes reallocating unexpended funds from the Staples Energy agreement to CAPK and adding $92,915.63, increasing the total contract amount to $932,464.03. These funds will exp and program participation and cover associated administrative costs. CAPK provides residential improvements that address critical health and safety needs for homeowners and tenants. This amendment has no impact on the General Fund, as it utilizes previously allocated federal ARPA funds.

Item 6.f.7 Calm Horizon’s Project (Ward 1) In May 2025, t he City of Bakersfield, in partnership with Kern County Behavioral Health, received a conditional $22,867,345 award through the Behavioral Health Continuum Infrastructure Program (BHCIP) to develop Calm Horizons . The proposed project would establish a residential treatment facility for behavioral health and substance abuse at 2310 Wible Road.

On February 25, 2025, the City Council approved agreement 2025-027 with The Asha Desai Irrevocable

Trust to purchase the property and associated furniture, fixtures, and equipment (FFE ). E scrow determined that the seller owns the FFE and operates the hotel under a different entity than the real property. Staff has prepared an amendment to the agreement to allocate costs and disclose the additional owner, along with a new agreement (2025-027FFE) to secure the FFE under consistent terms.

The project is primarily funded by the BHCIP grant, with the required 10% match proposed from the Opioid Settlement Fund, resulting in no impact to the General Fund.
