SUBJECT: Agreement with Community Action Partnership Kern (not to exceed $1,000,000 in HUD HOME Grant entitlement funds)
to administer the HOME - Tenant Based Rental Assistance program.
RECOMMENDATION:
Staff recommend approval of agreement.
BACKGROUND:
On May 8, 2024, the City Council approved the City of Bakersfield’s FY 2024–25 U.S. Department of Housing and Urban Development (HUD) Action Plan, which outlines the activities to be funded through the City’s HUD entitlement grant programs. As part of that approval, the City allocated HOME Investment Partnerships Program funding to Community Action Partnership of Kern (CAPK) to administer the Tenant-Based Rental Assistance (TBRA) program.
CAPK specializes in homelessness prevention and has extensive experience administering housing assistance programs. The organization is well qualified to deliver comprehensive services, including homelessness prevention support for families who are at risk of losing access to permanent housing.
Through these efforts, CAPK works proactively to stabilize households and prevent experiences of homelessness.
FISCAL IMPACT:
HOME funds are entitlement grant funds from HUD allocated and were already previously budgeted in FY 2024-25 budget and currently has the appropriation for these services. Due the fact that these funds are Federal Grant dollars, this has no impact on the General Fund.
COUNCIL GOAL:
Safety and Resilience
Economic Opportunity for All
