The public outreach meetings will take place in a location and at a time determined by the City. QK will prepare and provide large -scale Concept Plans (see Task 1.4), printed materials, and exhibit boards to provide visuals for the public to review and comment. Participants can view the boards at their leisure, and QK staff will be on hand to present and discuss the contents of the Project.
As part of this task, QK staff will coordinate with park users and the City to identify and prioritize the appropriate facilities and amenities of the Project. Initial site design concept alternatives plans will be proposed and evolve from site conditions, and the design program parameters established for the Project. A proper balance between community desires, potential budget parameters, and phasing requirements will be incorporated into the planning process.
Strong considerations will be given to activit y/use relationships that balance the variety of park users with the City’s parameters, focusing on the physical site characteristics, adjacent land uses, facility standards, maintenance operations, and budget/phasing requirements.
The Final Park Concept Plan will incorporate the draft concept elements into a final product that best responds to site conditions, meets the recreation needs and desires of the community, and fosters public support to achieve the overall success of the Project.

This training will include a discussion of the rules, regulations, and conditions of the California and Federal Endangered Species Acts as they pertain specifically to the San Joaquin kit fox and those special provisions under Section 14-6.03 “Bird Protection” of
the Standard Specifications. The biologist will discuss the potential for the San Joaquin kit fox to occur on -site and the legal consequences of non-compliance. A hard copy of the training will be provided to the construction crew along with additional sign-in sheets.
Deliverables:
• A hard copy of the training
• A scanned copy of the sign-in attendance sheet in PDF format will be emailed

Engineering a 12-acre neighborhood park from the ground up demands someone who can move fluidly across disciplines, and Rebekah is exactly that engineer.
Her expertise spanning roadway design, water systems, sewer networks, and storm drainage gives her an instinctive command of the utility coordination, site grading, and stormwater management challenges that will define the Alondra design process.
As Lead Engineer, Rebekah brings not just technical depth but an exacting precision to construction documentation that shows up in every plan set she produces. Her role as one of QK’s AutoCAD group leaders means the PS&E deliverables for this Project benefit from a quality standard she sets and enforces across the team. Sharp, collaborative, and deeply invested in getting the details right, Rebekah is the technical backbone of QK’s delivery on this Project.

Topographic surveying is one of the first and most foundational tasks on the Alondra Project, and Brandon brings exactly the field-rooted expertise that sets a survey up for success. With extensive experience across topographic, boundary, and control surveys, he delivers the precise base data that every downstream design decision, from grading to utility layout to site programming, depends on.
Brandon’s construction staking background adds particular value on a project that runs through a full construction phase. He understands what contractors need in the field and works proactively to anticipate challenges before they surface, a practical advantage on a public project with a firm completion schedule and community visibility.

Greg brings a career built at the intersection of civil engineering and construction management, with hands-on experience across public works, municipal, and parks and recreation projects. He thrives in the coordination-heavy environment of the bidding and construction phases, consistently building productive working relationships between contractors, owners, and agencies that keep projects moving and on track.
Greg’s certification as a Certified Access Specialist (CASp) adds a valuable layer of oversight to the Alondra Project, where ADA-accessible walkways and inclusive design are core to the City’s vision. His ability to translate accessibility requirements into practical, buildable outcomes means compliance is woven into the construction process from the start, not addressed as an afterthought.

PROJECT DESCRIPTION
The City of Arvin won a $1,956,575 grant from Parks for All Californians to renovate and improve Kovacevich Park. The Field of Dreams project includes focused rehabilitation of the existing park and consists of developing concept plans, construction plans, and bid documents for the improvements. QK is producing improvement plans based on site amenity selection, play structure selection, site improvement cost estimates, and specifications, and will provide bidding and construction for the improvements. Our services include removing and replacing sections of the existing baseball and tee-ball fields, playground area, and basketball court. Park amenities and the parking lot will be improved and renovated, along with a topographic site survey of the park site.
APPLICABILITY TO ALONDRA PARK PROJECT
Kovacevich Park mirrors the Alondra Park scope in several key ways: multi-amenity site design, phased PS&E deliverables, topographic surveying, and full bidding and construction support. QK’s experience navigating a grant-funded municipal park from concept through closeout demonstrates the fiscal accountability and phased delivery discipline — Preliminary through Construction — that Project #26-RP0001 requires. Our work selecting and placing playground equipment, rehabilitating sports courts, and improving parking and site amenities maps directly to Alondra Park’s anticipated program, which includes play areas for two age groups, sports activity zones, and vehicular parking. Working within a fixed grant budget also sharpened QK’s approach to cost estimating and scope prioritization, skills directly applicable to a project where the City has noted construction timing may depend on funding availability. 9 MLK PARK EXTENSION DESIGN

PROJECT DESCRIPTION
The extension is approximately 2.5 acres and will be attached to the south of the existing MLK Park. The other half of the parcel is currently being constructed with multifamily housing by the Housing Authority of Kern County (HAKC).
Currently, Pop Warner football teams practice at MLK, and the City envisions the new park to be used for active recreation, including exercise equipment and a walking/ jogging path around the site. The project consisted of developing a concept plan, construction plans, and bid documents for park improvements. QK produced improvement plans based on the City’s preferred concept selection, cost estimates, and specifications, and will provide bidding and construction support for the improvements.
APPLICABILITY TO ALONDRA PARK PROJECT
MLK Park Extension directly parallels the active recreation programming at the heart of Alondra Park. QK’s experience designing fitness equipment areas and a walking/jogging path — both explicitly called out in the City’s anticipated park elements — demonstrates hands-on familiarity with the amenity types Bakersfield envisions for this site. The full PS&E delivery model, from concept selection through construction documents, specifications, cost estimates, and bidding support, reflects the same phased structure Project #26-RP0001 requires. Coordinating design on a site adjacent to active multifamily construction also required careful attention to site boundaries, utilities, and phasing considerations that translate well to a greenfield park development like Alondra Park. 10 QK’S SCOPE
Land Use Planning Landscape Architecture
Public Outreach
PROJECT DESCRIPTION
QK worked with the City of Exeter to prepare a comprehensive Parks and Recreation Master Plan to guide the City’s park system and recreation programs over the next 15 years. The Master Plan established a clear vision, goals, and phased objectives for improving and maintaining parks, enhancing accessibility, and expanding recreational opportunities throughout the community. QK’s scope included compiling and analyzing base data, coordinating with City staff and the Exeter Unified School District, leading public engagement meetings, and developing exhibits, maps, and renderings to support the plan’s recommendations.
The Master Plan addressed priorities such as ADA compliance, safety improvements, efficient use of park space, maintenance needs, and identification of funding sources for future enhancements. As part of this effort, QK prepared a conceptual design for Exeter City Park, highlighting opportunities for upgraded amenities, improved circulation, and community gathering spaces, which can be seen on the following page. Through this collaboration, QK helped the City create a practical and forward-looking roadmap for sustainable, accessible, and vibrant parks and recreation facilities.
APPLICABILITY TO ALONDRA PARK PROJECT
QK’s work leading public engagement meetings, translating community feedback into design recommendations, and developing concept-level exhibits directly mirrors the three community engagement meetings central to the Alondra Park scope. Experience prioritizing ADA compliance, accessibility, and phased improvements within funding constraints rounds out the relevance to Project #26-RP0001.
