RECOMMENDATION:

Staff recommend approval of the contract change order and appropriation.

BACKGROUND:

The scope of work for this project in general consists of replacing the existing Basin 1 to 9 Turnout structure within the 2,800-Acre Groundwater Recharge Area. The work includes removal of the existing structure, regrading the project area, and construction of the new reinforced concrete turnout structure with slide gates.

Item 1:

During construction, Remedial Transportation Services (RTS) discovered an unidentified utility line that was in conflict with the turnout structures footprint. It was determined that the utility line was an active 18-inch diameter PVC water line that belonged to the Kern County Water Agency , which would need to be relocated. RTS submitted an RFI with a proposal to relocate the w ater line horizontally and vertically to avoid conflict with the turnout structure. It was determined that an expedited response to this matter would not only minimize project delays but also minimize the costs for remobilizing equipment that RTS has on site. The additional work to relocate the 18” waterline has a cost of $86,125.10.
