A RESOLUTION OF THE BAK ERSFIELD CITY
COUNCIL DISPENSING WITH FORMAL
BIDDING PROCEDURES IN THE PURCHASE OF
DRIVING SIMULATORS AND TRAINING
SERVICES FROM DRIVER TRAINING
SOLUTIONS, LLC., AND AUTHORIZING THE USE
OF COOPERATIVE PROCUREMENT
CONTRACTS.
WHEREAS, the City of Bakersfield is committed to ensuring the safety , efficiency, and professionali sm of its employees who operate City -owned vehicles; and
WHEREAS, City departments, including Police Department and Public Works Department require ongoing driver training to reduce accidents, injuries, and liability exposure; and
WHEREAS, driving simulation technology provide realistic, s cenario-based training environments that allow employees to safely practice defensive driving, hazard recognition, and emergency re sponse without r isk to personnel or property; and
WHEREAS, Driver Training Solutions, LLC ., have shown itself to be a specialized provider offering unique products, capabilities and training services in the field of driving simulators and training services; and
WHEREAS, the City has identified Driver Training Solutions, LLC ., as the sole provider of TranSim VS8 Trucking Simulator and Patrol Sim8 Law Enforcement Driving Simulator including training services; and
WHEREAS, the Risk Manager, the Chief of Police , and the Public Works Director recommend the Council find that said driving simulator s and training services can only be reasonably obtained from Driver Training Solutions, LLC., due to restricted availability of such work, supplies, equipment or material and has recommended that the Council authorize dispensing with bidding requirements in accordance with Section 3.20.060(D)(2) of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and are incorporated herein - Page 2 of 3 Pages -
by reference.
2. The Council finds that the purchase of TranSim VS8 Trucking Simulator and PatrolSim8 Law Enforcement Driving Simulator including training services can only be reasonably obtained from one supplier (Driver Training Solutions, LLC.) due to the restricted availability of such work, supplies, equipment or materials.
3. The Finance Director or his designee is authorized to dispense with bidding in accordance with section 3.20.060(D)( 2) of the Bakersfield Municipal Code.
