Subject: Proposal for Amendment #2 for Wastewater Treatment Plant No. 3 Blower Replacement (E3K305)
Dear Ali:
AECOM Technical Services, Inc. (AECOM) is currently assisting the City of Bakersfield (City) with construction engineering services for the subject project per the City’s Agreement No. 2023-024 as amended . The equipment manufacturer for the blower skids has a procurement lead time of 40 weeks, extending the construction phase past what was originally anticipated during the preparation of the proposal. To date, we have received the anticipated number of Requests for Information (RFI’s) in the original scope of work and anticipate receiving additional RFI’s when construction on the blower skids begins . In addition, during the contractor’s preconstruction efforts, it was found that the MCC room did not have the ability to accommodate breakers for the new chillers resulting in an increase in the number of RFI’s, meetings, and revisions to the design. Separately, the City requested to add the replacement of the master control panel and revision of the blower panels manufacturer from Allen Bradley to Schneider Electric which will result in additional support efforts.
The extensive construction phase timeline, additional RFI’s, and revisions to the electrical design will result in an overrun of the existing budget. AECOM anticipates that additional time will be needed of AECOM to resolve issues that may arise as well as responding to additional submittals and RFI’s.
AECOM anticipates additional scope as follows:
RFI’s and Submittals:
A total of 12 RFI’s and 9 submittals have been received to date with no major construction taken place yet. It is anticipated that additional support will be needed when construction begins as follows. • Respond to an additional 14 RFI’s.
• Review an additional 2 Submittals. (master control panel, and blower skids control panel resubmittal)
Electrical Changes
• Per the City’s direction, the Blower Master Control Panel will be replaced. Its replacement was not part of the original scope of work. No design changes are anticipated, however; the additional effort includes time to support the City to integrate the change into the project including attending additional meetings and an additional submittal review.
• The lack of room in MCC-5 to fit the breakers and buckets for the blowers and the chillers (RFI 003) led to revisions to the electrical design drawings including the addition of a n electrical panel. This change is considered a betterment to the project as the efforts alleviate the congestion in the MCC room. This resulted in additional efforts from AECOM.
AECOM has exhausted our current construction phase engineering budget of $27,000 and is respectfully requesting that the City consider issuing a n amendment in the amount of $ 26,512.50 to provide additional construction phase engineering support services . We are proposing the City reallocate unused budget of $6,512.50 from the Bidding phase to the Construction phase for this work, resulting in a net change order of $20,000.00. Our proposed fee increases is summarized below and detailed in the attached staffing plan.
Previous Task Total Amendment 2 Change New Task Total
Task 1: Design Phase (LS) $134,300.00 $0.00 $134,300.00 Task 2: Bidding Phase (T&M) $9,700.00 -$6,512.50 $3,187.50 Task 3: Cons. Support (T&M) $27,000.00 $26,512.50 $53,512.50 Total $171,000.00 $20,000.00 $191,000.00
We appreciate your review and look forward to your response. If you have questions regarding the addition of scope and/or fee or require further justification, please do not hesitate to call.
Yours sincerely,
Yeimy G. Fernandez-Ojeda, PE
