ADMINISTRATIVE REPORT

MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent-Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: April 27, 2026
SUBJECT: Agreement with Community Action Partnership of Kern (not to exceed $375,000) to provide Participant Support Services

Under the California Violence Intervention and Prevention (CalVIP) Cohort 5 Grant

RECOMMENDATION:

Staff recommend approval of the Agreement.

BACKGROUND:

The City of Bakersfield administers the California Violence Intervention and Prevention (CalVIP) Cohort 5 Grant through its Office of Violence Intervention and Prevention (OVIP), which oversees the City’s Gun Violence Reduction Strategy (GVRS). As part of the City’s approved grant proposal, Community Action Partnership of Kern (CAPK) was identified as a subgrantee to serve as the centralized administrator of Participant Support Services for individuals at the highest risk of involvement in gun violence, referred to as Very High-Risk Individuals (VHRIs), as defined by OVIP.

The City has implemented violence intervention efforts through prior CalVIP funding, with earlier cohorts focused on broader prevention and intervention strategies. Under Cohort 5, the City has refined its approach to more intentionally focus on individuals at the highest risk of involvement in gun violence, allowing for more focused engagement and resource allocation.

This agreement formalizes CAPK’s role in administering Participant Support Services in alignment with GVRS objectives and Board of State and Community Corrections (BSCC) requirements. CAPK will coordinate, procure, and distribute approved goods and services to support participant stabilization, safety, and progress toward goals identified in each participant’s Life Plan.

CAPK will work in coordination with OVIP and partner community -based organizations to ensure that all Participant Support Services are aligned with participant needs, program requirements, and required approval processes. CAPK has partnered with the City in prior efforts and brings experience in administering supportive services and coordinating resources for individuals at high risk of violence.

FISCAL IMPACT:

Funding for this agreement is provided through the State Grant funds from CalVIP Cohort 5 Grant awarded by the BSCC. There is no impact on the City’s General Fund. All expenditures are reimbursed in accordance with grant requirements and subject to funding availability.

COUNCIL GOAL:

Safety and Resilience
