ADMINISTRATIVE REPORT

MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 8, 2026
SUBJECT: Amendment No. 1 to Agreement No. PW25-088
with Trinity Consultants (increase compensation $150,000, total not to exceed $210,000, and extend term to June 30, 2027) for specialized consulting services.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

Local regulatory and enforcement agencies, including the San Joaquin Valley Unified Air Pollution Control District and the California Air Resources Board, have implemented increasingly stringent permitting and testing requirements for stationary and portable equipment. While City staff continues to participate in these permitting and testing processes, the engagement of specialized consulting services is necessary to ensure the accuracy, compliance, and timeliness of all submissions.

Permitting and testing requirements applicable to stationery and portable equipment encompass a range of assets, including internal combustion engines, boilers, grinders, etc. Specialized consulting services may include, but are not limited to, the preparation and submission of required applications to appropriate regulatory agencies; provision of technical guidance on environmental considerations associated with proposed projects; identification, development, and submission of grant applications to support project implementation; evaluation and documentation of emission reduction credits; preparation of dust control plans; and other tasks as directed by City staff.

Staff recommends amending the Agreement PW25-088 to increase compensation $150,000, and extending the term to June 30, 2027, not to exceed $210,000 with Trinity Consultants to continue providing specialized consulting services.

FISCAL IMPACT:

Funding will be from the Refuse Enterprise Fund; therefore, there is no cost impact to the General Fund.

COUNCIL GOAL:

Innovative and Efficient City Government
