ADMINISTRATIVE REPORT

MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent -Agreements TO: Honorable Mayor and City Council
FROM: Kevin Albertson, Fire Chief
DATE: April 28, 2026
SUBJECT: Amendment No 2 to Agreement No. FD24-005 with Premier Overhead Door & Gates for the maintenance, repair, replacement of Bakersfield Fire Station apparatus overhead doors with a not to exceed amount of $175,000.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

The Bakersfield Fire Department (BFD) operates 23 front-line emergency response vehicles, as well as other ancillary support apparatus from 14 fire stations. Specialized maintenance and repair services are required to ensure that overhead doors and automatic door operators function properly, maximize the useful life of door assemblies and motors, and to repair or replace defective panels, rollers, tracks, sprockets, chains, and motors.

In FY 2025, the Bakersfield Fire Department responded to 49,465 calls for service. During this time, the Fire Department experienced an increase in the number of repairs needed to maintain reliable overhead door operation. Proper functionality of overhead door assemblies is essential to ensure efficient response by emergency apparatus as well as to provide for facility security when fire stations are unoccupied.

Premier Overhead Door provides emergency and non-emergency services for large apparatus doors and fire station gates. These services are critical to fire station security, as crews may be dispatched at any time, and not having the ability to secure the station could cause theft or vandalism to city property.

Premier also provides preventative maintenance that reduces the likelihood of equipment failure under normal operating conditions.

In 2024, the City entered into Agreement No. FD24-005 for maintenance, repair, replacement, modernization, and warranty of repairs for Bakersfield Fire Station apparatus overhead doors. In 2025, this was further amended to increase the compensation by $60,000. Now, the amendment before Council seeks authorization to extend the term through March 1, 2029, and to increase compensation by $75,000, for a new not to exceed total of $175,000. This will allow continuation of on-call service for maintenance and repair of apparatus bay doors at all 14 BFD fire stations.

FISCAL IMPACT:

Funding for this agreement is budgeted in the General Fund BFD Operating Budget.

COUNCIL GOAL:

Innovative and Efficient City Government
