ADMINISTRATIVE REPORT
MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent - Miscellaneous TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 13, 2026
SUBJECT: Appropriate $393,026 from Public Works Enterprise Fund to Materials Recovery Facility Sorting Line upgrade
for a total not to exceed amount of $5,540,960 to fund revised design details for redesign and upgrade
RECOMMENDATION:
Staff recommends approval of the appropriation.
BACKGROUND:
The City owns and operates a Materials Recovery Facility (MRF) to process recyclable materials collected by haulers. To ensure the continued and efficient processing of incoming recyclable materials, the sorting line requires a redesign and replacement of aging equipment that has reached the end of its useful life, while retaining and integrating existing equipment and infrastructure that remains i n good working condition. The proposed sorting line redesign and equipment upgrades will modernize the MRF, support the City’s ongoing housing and population growth, and help control curbside recycling program costs for residents and business owners.
On May 14, 2025, the City Council awarded a contract to Green Machine Sales LLC to redesign and upgrade the sorting line at the MRF. Following execution of the agreement, additional design requirements were identified, including the need for an air compressor and pit construction to support the selected optical sort model.
On March 25, 2026, the City Council approved Change Order No. 1 to provide compensation to the contractor for these additional requirements associated with the MRF sorting line redesign and upgrade.
City is requesting to appropriate $393,026 from Public Works Department’s Refuse Enterprise Fund for a not to exceed amount of $5,540,960.00 to include the revised design details for the redesign and upgrade of the sorting line at the Materials Recovery Facility (MRF).
FISCAL IMPACT:
Funding will be from the Refuse Enterprise Fund and will be reimbursed by two grants, The Recycling Partnership ($400,000.00) and CalRecycle’s Beverage Container Quality Infrastructure Grant Program ($5,147,934.00). There is no fiscal impact to the City’s General Fund.
