ADMINISTRATIVE REPORT

MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: March 25, 2026
SUBJECT: Electrical Facilities Cost Sharing Agreement with the California Department of Transportation

1. Approval of Electrical Facilities Cost Sharing Agreement TRR 06-5-DL08 with the California Department of Transportation for State Routes 58, 99, 178, 184, and 204.

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

The proposed Agreement establishes a cost-sharing framework between the City of Bakersfield and Caltrans for electrical facilities located within State highway right-of-way and local jurisdiction. These facilities include traffic signals, flashing beacons, roadway lighting, and other electrically powered traffic control devices along State Routes 58, 99, 178, 184, and 204. The Agreement defines ownership, maintenance responsibilities, and cost apportionment between the parties to ensure continued operation and safety of the transportation system.

The City and Caltrans have previously entered into multiple Electrical Facilities Cost Sharing Agreements covering portions of State Routes within the city. The proposed Agreement updates and consolidates cost-sharing responsibilities for electrical facilities identified in the agreement exhibits and supersedes prior agreements for those specific facilities.

Electrical infrastructure associated with State highways requires ongoing coordination between Caltrans and local agencies to ensure proper funding, maintenance, and operation. This Agreement formalizes those responsibilities based on current conditions and infrastructure.

FISCAL IMPACT:

The City’s portion of the costs established in this agreement are expected to be accommodated within existing and future departmental operating budgets. No additional General Fund appropriation is requested at this time.

COUNCIL GOAL:
