SUBJECT: Materials Recovery Facility Equipment Maintenance Services
Accept Proposal and Approve Contract with Titus Maintenance and Installation Services, Inc. ($350,000) for providing equipment maintenance services for City’s Materials Recovery Facility (MRF) (Ward 1).
RECOMMENDATION:
Staff recommends acceptance of proposal and approval of agreement.
BACKGROUND:
The MRF is a critical component of the City’s solid waste operation, responsible for processing recyclable materials and supporting compliance with State mandates, including AB 341 and SB 1383. Following recent upgrades to the MRF sorting line, ongoing preventative and specialized maintenance is necessary to ensure optimal system performance, minimize downtime, and extend the lifespan of equipment.
On February 19, 2026, the City of Bakersfield issued a Request for Qualifications (RFQ) for MRF Equipment Maintenance services to support operations at the City’s Materials Recovery Facility (MRF) located at 2260 South Union Avenue. Titus Maintenance and Installation Services, Inc. (Titus) was identified as the most qualified contractor with extensive experience in MRF systems, including maintenance, installation, and automation services. Titus also serves as a warranty service provider for Green Machine equipment utilized at the City’s facility, providing familiarity with the system and its maintenance requirements.
The agreement provides services for preventative maintenance, scheduled servicing, emergency repairs, and shutdown support. These services are essential to maintaining manufacturer -recommended maintenance standards and ensuring continued operational efficiency of the MRF. Titus will supply all necessary labor, tools, and equipment and will provide detailed reporting on work performed.
Compensation under the agreement is based on hourly rates, with a total amount not to exceed $350,000 annually per year for a three-year term with the option of two (2) one-year extensions at the City’ s discretion. Approval of this agreement will ensure the continued reliability and efficiency of the City’s MRF operations, reduce the risk of unplanned downtime, and support the City’s ongoing compliance with State recycling and organics diversion requirements.
FISCAL IMPACT:
The total contract amount will be funded through the Refuse Enterprise Fund. There will be no impact on the City’s General Fund.
