ADMINISTRATIVE REPORT

MEETING DATE: May 13, 2026 AGENDA CATEGORY: Consent
TO: Honorable Mayor and City Council
FROM: Christi Tenter, Human Resources Director
DATE: April 21, 2026
SUBJECT: Resolution Approving Salaries and Benefits for Related Units 5.13.26

1. Resolution Approving the Memorandum of Understanding, Setting Salaries and Related Benefits for Employees Represented by the Bakersfield Police Officers Association.

RECOMMENDATION:

Staff recommends adoption of the Resolution.

BACKGROUND:

The most current labor negotiations between the City of Bakersfield and the employees in police classifications, represented by Bakersfield Police Officers Association (BPOA), were recently concluded and have resulted in a proposed one and a half (1.5) yea r Memorandum of Understanding (MOU). A summary of MOU terms are highlighted below:

• Term is from July 1, 2025 through December 31, 2026;
• Language addition for shift schedule changes;
• Amended language for compensatory time; and
• Compensation:
 2% effective the pay period inclusive of City Council adoption; and  2% effective the first full pay period following July 1, 2026.

This proposed agreement has been tentatively agreed to by both the City and BPOA and is consistent with Council-approved guidelines. City staff appreciates BPOA’s efforts to reach agreement in a challenging budget environment, particularly given rising base wages and hiring opportunities among comparator agencies. With approval of this Resolution, all represented units will be under agreement.

New salary ranges for the included classifications are provided in the updated salary schedule.

FISCAL IMPACT:

The cost of the recommended salary increases for the remainder of the current fiscal year is $253,333, estimated at full headcount. Budget allocations will be expended using year-to-date personnel vacancy savings and other operational cost savings initiatives. Future allocations, which will be based on approved headcount, will be allocated in the Fiscal Year 2026-27 Budget.

COUNCIL GOAL:

Innovative and Efficient City Government
