ADMINISTRATIVE REPORT

MEETING DATE: May 27, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 4, 2026
SUBJECT: Agreement with Mesa Energy Systems, Inc. dba EMCOR Services

Mesa Energy (not to exceed $259,126.00) to provide a temporary chiller for the Valley Children’s Ice Center to maintain the ice rink during the modernization of the existing ice plant.

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

On May 4, 2026, CIMCO began construction for the modernization of the ice plant at the Valley Children’s Ice Center. Prior to the start of the project, the ice rink needed to stay operational for use by the public.

To maintain ice at the facility during the modernization of the ice plant, a temporary chiller along with the necessary supporting equipment, installation and tie-in was rented and installed.

Without the temporary chiller and associated equipment, the City would have been unable to maintain the ice surface required for continued operation of the facility during construction activities. Additionally, there were only five weeks and six days remaining before the commencement of the ice plant modernization project when it was determined that a temporary chiller system would be required. Mesa Energy Systems, Inc. dba EMCOR Services Mesa Energy required approximately three weeks to procure and deliver the temporary chiller to the Valley Children’s Ice Center, followed by an additional three days to complete fabrication, installation, tie-in, and necessary electrical work. Immediate authorization of the work was necessary to ensure the temporary chiller could be delivered and installed prior to the shutdown of the existing ice plant system.

City staff, with assistance from the Director of the Valley Children’s Ice Center, contacted six contractors regarding provision of a temporary chiller for the facility. The results were as follows:

o Mesa Energy Systems, Inc. dba EMCOR Services Mesa Energy : submitted a quote for $259,126 for a two-month rental.
o United Rentals: withdrew quote.
o Aggreko: Does not provide fabrication, tie-in or engineering services. o Quinn CAT: withdrew quote.
o EquipmentShare: Does not provide fabrication, tie-in or engineering services. o Race Engineering: Did not submit a quote.

Due to the public safety concerns and the urgent timing associated with the ice plant modernization project, immediate action was required to rent and install the temporary chiller. As a result, Zachary Meyer, the Public Works Director, with the Finance Director, authorized the staff to dispense with the

City’s standard procurement process to proceed with an emergency rental, installation and tie -in of a temporary chiller for the Valley Children’s Ice Center. The attached agreement ratifies the already agreed- upon services and terms of the rental from EMCOR Services Mesa Energy.

FISCAL IMPACT:

Funding for the agreement will be from two funding sources, which include the following: Transient Occupancy Taxes (TOT, which provides funding for many of the Arena and these types of services) and General Fund.
