FROM: Kristina Budak, Water Director
DATE: May 12, 2026
SUBJECT: Amendment No. 1 to Agreement 2023-123 with Quinn Company (extend the term by one year and increase compensation by $60,000; revised not to exceed $360,000) to provide On-Call Equipment Maintenance Services for the Wastewater Division.

RECOMMENDATION:

Staff recommend approval of amendment.

BACKGROUND:

The Water Department - Wastewater Division requires equipment maintenance and repair services beyond the expertise of City Staff. These services include troubleshooting, repairing, maintaining, and servicing various equipment and systems throughout the Wastewater Division, including, but not limited to, centrifuges used for sludge dewatering, anaerobic digester mixing and heating systems, aeration and foul air blowers, digester gas flares, various pumps, emergency backup generators, cogeneration systems, solar field equipment, and various instrumentation and electrical systems.

On May 24, 2023, City entered into Agreement No. 2023-123 with Quinn Company. Quinn Company was selected after responding to the City’s Request for Qualifications (RFQ) for On-Call Wastewater Equipment Maintenance. Agreement No. 2023-123 had an initial three -year term and provided for renewal of the Agreement for up to two consecutive one-year periods upon mutually agreeable terms.

Since the award of the agreement, Quinn Company has completed a variety of electrical maintenance and repair projects in support of Wastewater Division operations . Work performed has included, but is not limited to, preventive maintenance on all five emergency generators; troubleshooting and repair of voltage distribution boards for two Aeration Basin generators; and providing parts and repair services for emergency generators. These services have supported the continued operation and reliability of critical wastewater treatment facilities and equipment.

At this time, based on the anticipated maintenance and repair needs , staff recommend exercising the option to extend the con tract for one year through May 31, 2027, and increase the compensation by $60,000 for a revised total amount not to exceed $360,000.
