BACKGROUND:
One of the main goals of the Bakersfield Police Department (BPD) is to build trust and improve its relationship with its community members. The BPD desires to use multi-medium platforms to gather and analyze data from every neighborhood within the communit y. Using the information the BPD can make real time improvements and monitor how the community’s sentiment changes over time, making the BPD more adaptable to changes as they arise.
Zencity Technologies US, Inc., specifically its Blockwise software has the ability to survey local community members through social media outlets and provides the results in real time. This aligns with the goals of the BPD and provides the resources needed to reach that goal.
On December 18, 2024, City and Contractor entered into Agreement No. 2024 -320 with Zencity Technologies US, Inc., for a total compensation of $175,000 and a term date of July 1, 2027, for reporting and analytical services.
The City now desires to amend Agreement No. 2024-320 to increase compensation by $50,000, for a new not to exceed amount of $225,000, to expand services to include additional community engagement, data processing, and reporting capabilities, including enhanced survey frequency and analysis tools
