2. Approve appropriation $116,122.72 from Refuse Enterprise Fund Balance for a total not to exceed $546,898.52.
RECOMMENDATION:
Staff recommends approval of the amendment and appropriation of funds.
BACKGROUND:
The Mt Vernon Organics Recycling and Composting Facility (Facility) had one rental slow speed shredder to process organic waste and food waste materials. Slow -speed shredders are very large machines that shred green waste and food waste that help convert this material into compost, mulch, and soil amendments. Slow-speed shredders play a vital role in optimizing production and handle all the curbside organic waste and commercial food waste recycling for Bakersfield and most of Kern County.
A long-term rental of a slow speed shredder was necessary to process the daily flow of organic waste and food waste material to avoid a backlog of materials that, if left unprocessed, could ignite and cause fires.
This would create an unsafe working environment for staff, and for other contractors who visit the site daily. The long-term rental of the slow speed shredder concluded in March 2026, and final rental and repair/maintenance costs were provided to Public Works Solid Waste Division.
Staff recommends approving Amendment No. 1 to Agreement 2025-035 to increase compensation by $116,122.72, total not to exceed $546,898.52, and extend term to September 30, 2026 with Bejac Corporation for final payments related to the long-term rental of the slow speed shredder for the Mt Vernon Organics Recycling and Composting Facility.
FISCAL IMPACT:
Funds in the amount of $116,122.72 will be made from the Refuse Enterprise Fund Balance into the Refuse Enterprise Operating Fund; therefore, there is no impact to the City’s General Fund.
COUNCIL GOAL:
Reliable Infrastructure
Innovative and Efficient City Government
