MEETING DATE: May 27, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: May 12, 2026
SUBJECT: Amendment No. 1 to Agreement No. 2025-151 with AECOM Technical Services, Inc. (increase compensation by $101,550; revised not to exceed $1,154,612) to provide engineering services for Wastewater Treatment Plant No. 2 and No.3 Upgrade and Expansion Evaluations.

RECOMMENDATION:

Staff recommends approval of amendment.

BACKGROUND:

The Wastewater Division of the Water Department operates and maintains Wastewater Treatment Plant (WWTP) No. 2 and No. 3. In order to properly plan for continued service and future treatment needs for City, the WWTP No. 2 and No. 3 Upgrade and Expansion Evaluations project was proposed and adopted in the Fiscal Year 2025 -26 Capital Improvement Program. The goal of this project i s to provide thorough assessments of both treatment plants, identify factors that limit each plant’s ability to provide continued service, and make recommendations to address each factor identified.

On August 13, 2025, City entered into Agreement No. 2025-151 with AECOM Technical Services (AECOM) to provide engineering services for WWTP No. 2 and No. 3 Upgrade and Expansion Evaluations project.

AECOM was selected for the project through a competitive Request for Qualifications process.

After the initial s ite evaluations were conducted at both treatment plants, it was determined that the plants also required Arc Flash Studies. These studies will provide a comprehensive analysis of each facility’s electrical system and identify and mitigate high risk areas in order to facilitate worker safety. At the request of City, AECOM provided a proposal to conduct the additional scope of work.

The proposed amendment would add $101,550 to cover the cost of the Arc Flash Studies, bringing the total compensation to $1,154,612.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund capital improvement program for this amendment, therefore, there is no impact to the City General Fund associated with this amendment.

COUNCIL GOAL:
