ADMINISTRATIVE REPORT

MEETING DATE: May 27, 2026 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: May 12, 2026
SUBJECT: Amendment No. 2 to Agreement 2024-124 with Advanced Industrial Services (extend the term by one year) to provide On-Call Industrial cleaning services for the Wastewater Division of the Water Department.

RECOMMENDATION:

Staff recommend approval of amendment.

BACKGROUND:

The Water Department - Wastewater Division requires industrial cleaning services beyond the expertise of City Staff. These services include, but are not limited to, cleaning out vessels and tanks in confined spaces such as dissolved air flotation thickener units, aeration basins, septage pits; flushing grease tank s and grease receiving equipment; changing granular media in Sulfatreat vessels; and jetting centrate and sewer pipelines.

On May 22, 2024, City entered into Agreement No. 2024 -124 for On-Call Industrial Cleaning Services for the Wastewater Division. The agreement had an initial term of one year and provided for the option to renew for three consecutive one-year terms.

On May 28, 2025, the City executed Amendment No. 1 to Agreement No. 2024 -124, extending the term by one year. Since the execution of the agreement, the contractor has completed a variety of industrial cleaning services, including cleaning of the septage pit, grease tank, primary scum pit, and the decant pit.

At this time, based on the anticipated industrial cleaning services requirements, staff recommend exercising the option to extend the contract for one year through May 31, 2027. No additional compensation will be added as part of this extension, and all other terms and conditions of the agreement will remain unchanged.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund for this amendment, therefore, there is no impact to the City General Fund associated with this amendment.

COUNCIL GOAL:

Reliable Infrastructure
