ADMINISTRATIVE REPORT

MEETING DATE: May 27, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: May 12, 2026
SUBJECT: Design Consultant Agreement with Meyer Civil Engineering, Inc not to exceed $257,010 for the Carrier Canal Headgate Reconstruction Project

RECOMMENDATION:

Staff recommend approval of the agreement.

BACKGROUND:

The Carrier Canal Headgate structure was last reconstructed and modified in the 1960’s. This facility has undergone routine maintenance since then, and each year the Department evaluates the condition of the structure for planned repairs. Du ring the historic water year of 2023, the headgate structure saw significant damage and has exceeded its useful and design life. The Carrier Canal Headgate Reconstruction Project will reconstruct the existing headgate located approximately three -quarter mile downstream of Gordon’s Ferry along Round Mountain Road, on the east side of the Kern River channel at Rocky Point.

The project will ensure controlled and reliable water deliveries can continue to be made to both the City of Bakersfield and Kern Delta Water District.

The City issued a Request for Proposal to firms already prequalified a s a part of the Public Works Department’s Library of Consultants. A Request for Fee Proposal for design services was sent to Meyer Civil Engineering Inc. (Meyer) due to their qualifications in water resources, civil engineering and their relevant experience in water conveyance infrastructure and regulatory requirements. On April 29, 2026, Meyer provided a proposal for their services.

Staff recommend approval of the agr eement with Meyer based on their qualifications, relevant experience, and a competitive fee proposal. This agreement will authorize design funding and staff will amend the agreement at a future date for bid support and design support during construction.

This is a multi -year project with design funding budgeted in Fiscal Year (FY) 2025 -26 and construction funds to be requested as a part of the FY 2027-28 budget cycle.

FISCAL IMPACT:

Sufficient funds are budgeted in the Water Resources Capital Improvement Budget within the Agricultural Water Fund, therefore, there is no impact to the City General Fund.
