City staff purchase office supplies, including toner cartridges, paper, pens, folders, and related items, through an online ordering system with a designated vendor. Orders are typically delivered to the specified City location by the following business day. Stinson Stationers, Inc. provides City staff with online access for order placement, with delivery locations linked to individual staff logins and contracted discount pricing automatically applied to eac h invoice. In addition, supplies are received at Stinson Stationers’ local warehouse and delivered using company vehicles within Bakersfield city limits, with sales tax reported locally, qualifying the company as a local vendor.
Bakersfield Municipal Code Section 3.20.060(D)(7) allows the City to dispense with bidding procedures when it is determined that work, supplies, equipment, or materials are available from a local vendor that has successfully obtained a contract that was competitively awarded by anot her governmental agency within the last 36 months or is one that is still active and valid.
The County of Kern solicited proposals for a contract to supply office supplies. Stinson Stationer’s Inc. was the successful low bidder. The County of Kern has extended their bid prices to the City of Bakersfield as a cooperative procurement contract. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of office supplies from Stinson Stationers, Inc., not to exceed $400,000 for a one- year period.
FISCAL IMPACT:
Funds are budgeted in various City department operating accounts for this contract.
