Regarding: Proposal for Design Services for City of Bakersfield Carrier Canal Headgate Reconstruction Project
Dear Mr. Maldonado,
I am pleased to provide this proposal for professional engineering services. Meyer Civil Engineering, Inc. is to provide consulting engineering services for Design, Bid Assistance, and Construction Services for City of Bakersfield Carrier Canal Headgate Reconstruction Project.
All contractual items are to be in accordance with our Professional Services listing with the City of Bakersfield. The following text details this proposal.
PROJECT PURPOSE:
The project goal is to remove the existing Carrier Canal Headgate structure and reconstruct a new reinforced concrete headgate structure which is capable of passing the design flow. Our work will be directed to:
Parts 1A & 1B, Preliminary Design and Final Design
o Design flow is 650 CFS,
o The minimum and maximum water surfaces will be as governed by the Rocky Point River Weir,
o The existing fourteen, 5-foot-wide bay combination concrete and steel weir board check structure in the City’s Carrier Canal will be replaced with a new headgate structure prototypical of the new Pioneer Headgate recently reconstructed by the City. o An operational deck (21 feet clear) is to be included with full H-20 truck and maintenance equipment loading, bays will alternate between radial gated and weir board control,
o Facilities are to be designed to obtain at least 50 years of effective life, o Initial geometry studies are to be performed to the purpose of smooth and directed flow and a stable earthen canal cross-section,
o Geotechnical investigation will be provided,
o Hydraulic investigations,
o Safety items such as handrailing and fencing will be applied for maintenance and operation safety,
o Preliminary plans will be to the purpose of a preliminary cost estimate and understanding of the project,

o Final plans and specifications will be prepared in full detail purposed for the successful construction and continued operation of the turnout.
Parts 2A & 2B, Bid and Construction Assistance – Meyer Civil Engineering will submit these costs prior to the construction of the project
Perhaps our most challenging aspect of the project is the very short shut-down time frame of the Carrier Canal. In addition to this, the land use restrictions surrounding the canal are seriously exclusive of any encroachment. Nonetheless, Meyer Civil Engineering accepts this challenge and will develop a proposed bypass plan for the City’s consideration as part of this proposal.
SCOPE OF ENGINEERING SERVICES:
Meyer Civil Engineering, Inc. will perform the following items of work to provide a completed project to the Water Resources Department:
1. A. PRELIMINARY PHASE – Preliminary Plans and Estimate purposed to establish design requirements and budgetary costs of construction (30% completion):
a. Attend design kick-off meeting;
b. Attend design status meetings;
c. Perform continued site visits;
d. Perform utility research;
e. Perform geotechnical investigations and prepare and submit geotechnical reports;
f. Perform hydraulic calculations and studies and submit reports; g. Prepare and submit 30% design plans for City review; and h. Prepare and submit preliminary construction cost estimate.
B. DESIGN PHASE - Construction Documents (Plans, Specifications and Estimate):
a. Attend design status meetings;
b. Prepare and submit 70% design plans for City review and comment; c. Prepare and submit 90% design plans, specifications, special provisions, engineer's estimate, and bid documents per City's template and formatting for City review and comment; and
d. Prepare and submit the above-mentioned items signed and at 100% completion along with the engineer's estimate to City for bidding and construction.
Meyer Civil Engineering will pursue project alternatives purposed to determine the most economic and practical design. Meyer Civil Engineering will also employ quality control of the progressed engineering work and project document review in order assure f inal quality of the construction documents.
It is the intention of this proposal that all engineering items necessary for the successful completion of the project will be accomplished by Meyer Civil Engineering, Inc. within the following schedule and for the below specified amounts.
